Special Assessment: An additional payment that a condo board levies on owners if there are expenses not budgeted or not outlined in the reserve fund study/plan for which current reserve funds are not budgeted to cover.

 

What would happen to your personal finances if you were required to pay an additional $800 this year towards condo repairs? What would happen if that figure was $18,000? 

 

A buyer needs to always be careful when making a condo purchase, but a series of reports last week brought to light some of the challenges and issues arising in some projects.

 

The  reports can cause fear and the media hype is there, but it is most important for buyers to educate themselves so that they buy a condo with knowledge. The issues highlighted in this series range from minor to major.  CBC Special Report Series 

 

Buyers must review the pile of condo docs provided and it is highly recommended they use a professional condo review company to review documents on their behalf. It is about so much more than granite countertops and cabinet design which become rather irrelevant when there is mould in the ceilings.

So September has arrived and many people are returning from holidays, packing up campers and enjoying the end of summer. August was a slower month, as is usually, as so many residents take every opportunity to take advantage of the many adventures Calgary and Alberta have to offer. In the recent week or so, however, many people are back focusing on a potential move and activity has again began to pick up and that trend is also a seasonal expectation.

 

Depending on how you slice and dice numbers, the averages and medians, benchmark prices and indexes, the general trend of positive growth holds true. Sales are up from last year, though slower than previous months, and prices are up in many areas. An average across the board shows a very small adjustment, while specific areas have seen larger increases.

 

To understand the differences, we should consider what is fueling the real estate market. It is jobs and economic outlook. Most newcomers to a city want a move in ready home near a good school for their children and near good transportation options to work and community gatherings. Newer homes that are well presented are doing very well in this market as are homes that provide the layouts and functions expected by busy families. I personally am finding that homes that require a remodel, especially at a higher price point, are more challenged in finding as many interested buyers. Other buyers are pursuing condo options and walkable communities so areas in the inner city are also seeing stronger growth patterns. Interestingly, the lack of inventory in some parts of the city have resulted in a strong growth surge in Calgary's surrounding communities.

 

The rental market has also gotten very tight. I personally know of families looking for rental accommodation the NW and are finding it hard to find. This lack of rental inventory is driving up rental prices and some renters are reviewing the rent vs buy option and looking to home ownership instead instead of $1500 per month rental costs.

With mortgage rates remaining very low and the summer sun fading, September is expected to be a busy month.

Many homeowners are surprised when they begin the process to sell their home that some of their property improvements required city approval and/or do not comply with City of Calgary bylaws. Non compliance can be expensive or just time consuming to resolve and it is best to sort these out before you sell your home than at the lawyers office a day before closing. Examples include sheds, garages, backyard structures, retaining walls and even raised planting beds.

 

On selling your home, you are required to provide the buyer a Real Property Report (RPR) with a City of Calgary compliance stamp. If you have a concrete swale in your backyard or just on the other side of the fence, please review your RPR before building raised planter beds, sheds or other structures. Before building decks, garages, sheds or new fencing, it is also important to review your property RPR as well as development and building bylaws and requirements.

 

For a detailed description of a Real Property Report visit the Alberta Land Surveyor's Website. An example of a RPR can be found in the Real Property Report Brochure provided by the ALSA. If you have specific questions then call the City of Calgary at 311 and get the information you need.

 

As a buyer, you will receive an RPR when you purchase a home. Keep it in a safe place so that you have it on hand should you wish to resell your home.
